Two Reforms and “Two” Discourse: The PSDB Between the Social Security Reforms of the Governments FHC and Lula

The exchange of institutional / administrative position, situation for opposition, as well as the proximity between two reforms in Social Security, that carried out during the FHC (PSDB) government and approved in 1998 and that made during the Lula (PT) government and approved in 2003 , put the PSDB in a different political context until then: to be opposition and to have to appreciate a “new” proposal of Social Security reform in the similar and extended the one of realized when the party was situation / government. The purpose of this article is to identify and understand the arguments of the deputies of the PSDB in relation to the reforms of the Social Security in the governments FHC and Lula, in order to verify the discursive formations and verify their variations in a broader context. For this purpose, the theoretical and methodological aspects of Laclau and Mouffe’s discourse theory were used. We understand that in this specific context between reforms a divergence between the pragmatic objectives of the party and its ideological position was evidenced. Nevertheless, when analyzing his discourses, we verify ideological continuities.
