Between Disciplinary Power and Control Technologies: A Case Study on the Psychosocial Care Center for Alcohol and Drugs (CAPS AD)

Abstract

We are currently witnessing transformations in contemporary power strategies: emerging “open air” control techniques, associated with neoliberal governmentality, coexist with coercive techniques from disciplinary societies. The imperatives of competition, performance, autonomy and freedom, typical of contemporary subjectivation, are linked to technologies of surveillance and punishment in different social spheres, implying both individual normalization and the production of mental health. Based on this discussion, this article interprets the discourses and therapeutic practices of a Center for Alcohol and Drugs (CAPS AD) in Brazil. For the case study, we used the following research procedures: bibliographic review, document analysis, collection of empirical data through interviews with the institution's professionals, observation of the institution's structure and routine and access to documentary sources on the demand for customer service and treatment. After data analysis, we maintain that modern and contemporary technologies of power are juxtaposed and intertwined in the treatment offered by CAPS AD, so that both the current paradigm based on harm reduction, and modern asylum logic are articulated in the institution through discourses and practices. We thus demonstrate the manifestation of a hybrid power technology of normalization and mental health management.

Elton Corbanezi, Federal University of Mato Grosso (UFMT)

Adjunct Professor III in the Department of Sociology and Political Science and the Graduate Program in Sociology at the Federal University of Mato Grosso (UFMT). He served as Head of the Department (2017-2019). He is a Section Editor in the field of Sociology for Mediações - Revista de Ciências Sociais (UEL). He holds a Ph.D. and a master's degree in Sociology from Unicamp and a bachelor's degree in Social Sciences from Unesp/Marília, having been a CNPq fellow during his Ph.D. and a Fapesp fellow during his master's and undergraduate research. He has experience in sociology and primarily works on the following topics: sociological theory, science, culture, psychiatry, mental health, subjectivities, and contemporary capitalism. He is the author of the book Saúde Mental, Depressão e Capitalismo, published by Editora Unesp in 2021.

Alexandre Cesar de Amorim Barros, Federal University of Mato Grosso

Master's in Sociology (2023) and Bachelor's in Social Sciences (2020) from the Federal University of Mato Grosso. Permanent professor at the State Department of Education of Mato Grosso (SEDUC). Currently works in the SEDUC-MT office, coordinating educational policies in a collaborative system. Previously served as the Regional Coordinator of the EDUCA MT Program at the Regional Directorate of Education of Várzea Grande, overseeing educational policies in collaboration between the state and municipalities. Has experience in school management, having worked as a School Secretary for five years in the Municipal Education Network of Cuiabá. His expertise includes sociology, with a focus on the following topics: sociological theory, science, culture, psychiatry, mental health, subjectivities, and contemporary capitalism
