Using communication policy and public policy as concepts, this study analyzes the Cuban Social
Communication Law (2023), derived from its Constitution (2019), which places communication
as a pillar of the Cuban Revolution. The research is based on the history of debates (García,
2013; Elizalde, 2013) and participation in the island's political system, materialized in a broad
debate on the law, with the consultation of hundreds of legal and political documents and
theses, as well as 60 meetings with 6,638 people and suggestions that modified almost 80%
of the original draft until a consensus was reached for the new policy.
