Abstract

The issue of the digital economy reignites a central debate about the role of the State and planning in guiding economic development in strategic sectors, which involves the regulation of digital platforms. Our work aims to analyze the development policies of the People's Republic of China (PRC), considering the role of the State in regulating platforms as a guarantee of digital sovereignty. The text analyzes China's development, based on a reading of the 13th (2016-2020) and 14th (2021-2025) Five-Year Plans, and will address the relevant regulation. The work will be based on bibliographic sources, government documents, and analysis of legislation.

Author Biography

Dmitri Felix do Nascimento, UFS

Holds a PhD in Political Science/International Relations from the Institute of Social Sciences (ICS) at the University of Lisbon (UL). Currently undertaking postdoctoral research in the Professional Postgraduate Program in Economics (PROPEC) at the Federal University of Sergipe, and is part of OBSCOM, conducting research on Digital Governance in China. Also holds a postdoctoral degree from the Postgraduate Program in Urban and Regional Studies at the Institute of Public Policy (UFRN) and the University of Macau/China in the Department of Government and Public Administration. Has taught in the undergraduate Public Policy Management course and in the PPEUR postgraduate program at UFRN. Has also taught as a substitute professor in the Department of International Relations at UFPB and UEPB. Holds a Master's degree in History from UFPE. Graduated in Systems Analysis and Development from Estácio (EAD) and in History from UFPB. He worked as a Consultant on Environmental and Risk Issues in the Municipality of Conde/PB and Director of Projects and Operations at INTEDS (National Institute of Technology and Sustainable Development). His academic output includes the publication of books with renowned international publishers (Love and Trade War: China and the U.S. in Historical Context, 2021) and scientific articles (The relations between the Northeast Consortium and China).
