Abstract

This article examines the challenges and potential of supranational audiovisual policies in Latin America, focusing on the RECAM and Ibermedia Program. Using the framework of political economy of communication, the analysis centres on three elements: politics, people, and power, to assess the dynamics and outcomes of these institutions. The importance of people and informality in the development and maintenance of these policies is highlighted. The study emphasizes the need to redefine political objectives by integrating cultural and economic perspectives through a participatory process.
